Gel filled rods hold conductivity where soil dries out seasonally or where the pit cannot be watered. They are common on rooftops, in sandy soil and at unmanned sites.
For normal soil and cost-sensitive installations, yes. Where soil is corrosive or the installation has to last decades, a copper bonded rod is the better economics even though it costs more up front.
